Starting problem

Have b&s12f802 mower engine. Can start only after manually move the carburator butterfly flap. Even after engine did run and shutting down again.

Make sure choke cable is working properly & not broken, opening & closing butterfly valve.

Position of butterfly valve is wrong. Can you let me know how to adjust properly?

Flap nearer to the engine or flap nearest the air filter ?
does it run nomally after you start it ?
doe the govenor work as it should when you go into thick grass ?

Will try asap. For the moment grass is done with electrical device. Thanks for reply
