.004 is correct. Both valves. At top dead center on compression stroke. Beware that intake valve is the lower valve. Sounds like valves not adjusted correctly, battery low or compression release broken.

Per your date code, use RTV on the valve cover rather than a gasket.

I have the red RTV gasket maker now shes not starting.thanks
