Hustler Rapture running rough

I have a Hustler Pro Raptor that I just changed the oil, plugs and Fuel filter on. It is now running fast then slow and keeps doing it. Any suggestions

How was it running before you changed the oil, plugs and fuel filter?
When was the last time you changed the air filter?
What’s the model number and serial number?
What is the engine model number and serial number?

I also changer the air filter at the same time.The Engine isa Kawasaki 23 HP FR691V.
The Model # is 937854

Dirty carb or fuel delivery issue. Check for vacuum leaks while you are at it.

Makes absolutely no difference to the operation of the filter.
The only thing is the crud will build up inside the element so will be hard to see when it needs replacing .

What probably happened is when the fuel filter was change a little bit of junk got into the fuel line and into the carb. May be stuck in the inlet fitting before the inlet needle. Or worse case scenario deeper into the carb. Had customer bring one in the other day with one of those cheap after market filters in it and you could shake the thing and the element would shake inside the filter housing. I'm sure it did a great job of filtering the fuel. Maybe junk but I had a similar problem. Changed the fuel pump not it. Took all the fuel hoses off and reinstalled them. Fixed the problem. Appears the fuel system was sucking air at one of the connections.

An air leak into the fuel system will give you a surging problem.
