Engine died and will now not crank Hustler Raptor 42" FR651VR engine Model 931741 serial number 13011560

The engine just stopped, it will not crank!! nothing no clicking nothing, I did not hit anything.
had to push it to the shed now what.
It has fuel I checked the volts the other day when it was running had 13V.
Is there a cut out for the oil level?? I thought I checked it before starting and it was full.
Im going back out in the 100F weather to start t/shooting again BUT im not electrically minded.
I checked battery volts 0; its on charge.
I will put the batt back in tomorrow after a good night charge if it starts, where do I put the meter to check if the battery is charging? on the batt terminals or?
Where is the voltage regulator location I cannot find a good diagram or photo.

I presume a safety switch is stopping the mower from cranking, the battery is charged

NICE ive been looking for one of these wiring diagrams. yes the 15A master fuse by the starter solenoid....starter relay? it looked good yesterday im going to check the continuity today. my meter battery was dud.

replaced fuse thank you for the input!!!! now we have noise but still not turning over. What charges the Battery this is a newish battery, Im taking it to get it checked tomorrow but im thinking the charging system is not working. Where do I place the multi meter to see if the alternator?? is working, if I get the mower running.

Since this fuse blew while operating check the PTO clutch coil resistance. Should be in the range of 2.65 - 2.92 ohms if it has the original Warner TG clutch. If below 2.65 then the clutch is partially shorted and needs replacing.

Now the only to test for charging is to have the engine running then you check across the battery terminals and the voltage should climbing above the battery's standing voltage and not above 14.8-15 volts.

The clutch that is bolted onto the engine spindle? I replaced that maybe 3 years ago. Is the clutch coil part of that assembly?
And thanks for the engine running volts info, before this happened I checked the running volts it was 13volts Im going to jump the mower this morning with the batt charger see if it starts. Then check the volts running

Engine seized??starter engages engine not turning, took both plugs out, top cover off, tried to turn by hand with a bar but it does not rotate just moves a couple of degrees left and right cannot get the engine to rotate fully by hand.
