Sometimes I've seen governor and throttle linkages and springs get crossed over and cause a runaway situation on start up. It's easy to do if you get the carb off and don't make sure there is free movement. Could also be a throttle shaft binding due to crud.

I don't like to use the Silicon goop either. I prefer the brown Indian Head Gasket liquid. I've always had good service with it. Looks like thick brown shoe polish and has its own unique smell.
