Put a battery's Neg connection rite to the engine block and touch the Pos directly to the starter. This eliminates the wiring within mower. If it turn fast then you have a bad ground or Pos connection somewhere.

All springs in good shape. It was suggested I adjust the governor. I'll do that soon.

Don't think it's a carb problem as both carbs are identical and out of working machines. If I hold the throttle arm it runs great at any speed. Carbs have been completely cleaned. Thanks man

Appears only the carb was removed. The surging goes away if I either choke it 80% or hold the throttle arm preventing the governor from pulsing it. I will do a static adjustment this weekend. Thanks

If you have to remove the spindles for any reason, the mounting bolts snap off very easy. Use penetrating oils and rock the bolts back and forth with a box end wrench. I don't use the impact until they are loosened.

From my experience, when the hydro is failing, it will tend to slow its top speed as it warms up. Usually after 10-15 mins of moving at full speed. Lowering and changing the oils to 20w50 may buy some time, but not a fix.
