    It's not a stuck valve. If they stick it is always open. Pull side cover which is hopefully not seized on the crank. Pull the cam out and see if you can turn the crank.

    The 632201 carb is for a HH70. Heavy Horizontal 7hp. Cast iron engine. I don't think they made a HH120 with tiller reverse but they did on the HH70. Can you get a Pic of any govenor or control stuff?

    A cast iron HH120 would be a beast on a tiller. Probably a HH70 or a MH70 from the carb number.

    The compression release on this engine is simply a small bump on on the intake valve closing ramp. It will not stop the engine from turning.

    If the belt pulley is not turning (power off) and the clutch makes a noise it is probably the bearing in the clutch. With the clutch powered on the bearing doesn't spin so no noise. I would remove the clutch and check the bearing.

    Remove the deck belt Engage and disengage the clutch Does it still make the noise when disengaged? Does the belt pulley stop spinning when the clutch is disengaged? If the belt pulley keeps turning when the clutch is disengaged and make the scraping noise the bearing in the clutch is probably bad.

    Check the tank for rust. If it has flakey rust the Houston we have a problem. The tubes are prone to cracking and are readily available. Did you replace the fuel pump diaphragm?

    Get a couple small zip ties and cut pieces the same length as the holes are deep. Put a piece in each hole and install the carb. Zip ties will fix the wallowed out plastic threads.

    Be aware Dish satellites are geostationary over the southern US and starlink constellations are over the northern US. Hope you have a clear view of the northern sky. Your Dish cable is probably RG-6 coax and the starlink cable is a Cat 5e weatherproof cable with proprietary connectors.
