Gentlemen, you tips proved most helpful. I discovered two problems. The coil I replace earlier had a slightly larger profile and cause the vain to drag across it. I corrected this by simply sanding down the corner. Also, someone actually assemble the machine incorrect by attaching the thermostat arm to the vain, this has been corrected. Machine now cranks easily and runs like a new one.

ive seen that issue before...a backyard handyman incorrectly assembled choke parts

I've seen this a few times---you choke isn't coming off as it should--if the air vane isn't rubbing he problem is at the thermostat end --if the arm guiding the air vane springs back it's ok--problem in my couple of cases was that the travel was too much and the air vane got hung up --bent the thermal arm to limit the vane travel and it moved off choke as it should
