oil leaks into carb

bought hr215k1sma in package deal along with several other hondas. mower looked almost new, but oil leaks into carb. oil level good. lot of gunk and stuff after changing oil(changed it 3 times and looks good now.) assumed it overheated and rings or something bad in engine. thought i would ask the more knowledgeable posters here if any thoughts. engine does run, but lacks power. compression was not bad and seems to run better now., however.

Any chance it was simply tipped over towards the carb? That will cause oil to go towards the filter through the crankcase vent. Otherwise maybe excessive blow by on the rings.

A leaking float needle wil do the same thing which is why Honda puts a tap on the side of their carbs .
