Plug in or plug out.
If it won't turn over plug out, try removing the belts from the pulleys
Still won't turn over by hand then your engine has seized .

Bert I think you are confusing the 5400 series which replaced the Courage single bucket engine whereas the 7000 is the replacement for the Courage twin which has the traditional bottom oil sump.

It sounds like a typical weak battery that had enough juice to start once and is drained. the on board charge is slow to recover a battery. if battery voltage sages below 9 volts when an attempt to crank, then battery is either bad or in need of charge. All hydro lock issues are also possible and fuel solenoid may not stroke consistantly or far enough to fuel engine and it ran on bowl full of fuel and ran out of gas.
