First thing how do you know it is water?

Are you letting the engine run for about 15 mins to warm up before you change the oil ?
Did you smell the dip stick to see if it was gas in the oil?
If you drain the oil on a engine that as sat a day the water will come out first as it sits on the bottom.

If it is water the easiest way to prevent it from entering the engine and contaminating the oil is to cover the mower when not in use, to protect it from the elements.
Most dip stick tubes have an o-ring for sealing between it and the crankcase. Did you replace this also?

Yes i let it warm up, and you can see the precipitation bubbles of water on the dipstick and it smells bad

Usually from my experience when water mixes with oil it turns a milky color. Are you sure that it is not fuel leaking in from a rusty dirty or sticking carburetor as this is a very common problem?

Also when draining the crankcase I usually tilt the engine toward drain side to assure getting all the old fluid out.

If you have water in the oil, the oil will turn milky color. When you say warm up you need more then that. What you need is full operating temperature. To get this you will need to operate the mower under a full load for a amount of time. Any engine will get a small amount of water in it from just condensation which is normal but it wouldn't turn milky color. Unless you are still getting water in the engine ( neighbor p----- off at you) you should be OK.

What color is the oil? Milky color? Does the oil look contaminated and soupy? Pull the dipstick and smell it to see if it smells like gas or not?

Simple answer is you don't get water out of oil. From an automotive perspective you have to remove all the oil. Then you can get rid of any water that may be remaining. Doesn't matter how well it's sealed now if there is still water.

What i was thinking of doing is opening up the engine and drying the whole this real good but i wanted to know if there was an alternative or an easier way of getting the job done

Make sure water isn't getting in somewhere else... I think very frequent oil changes will get rid of it run it unfilled its super hot let it run for about an hour after the oil change it will cook off the water check your oil the next day and see if its milky again rince and repeat if it continues you have another place

If you changed the oil a few times and the oil still has enough water in it to make it milky then water is getting in there somehow.

Pull the dip stick and try to light it on fire with a lighter. If it burns then your getting gas in the oil not water.

If you keep getting the engine up to operating temperature and changing the oil and getting all the old oil out and putting in fresh. Now the new oil is milky I would say water getting into that engine somehow. Have you got someone playing games with you?? Gas will thin out the oil but not turn it a milky color. You are also saying it smells, Just what dose it smell of other then oil?

Hi is the oil you are putting in new?

Or is it oil you've had for a while?

Get some new oil!

Or you might be having us all on and using the mower under water LOL :)

If you can.....
Strip the engine down and replace all gaskets & seals & get some new oil, if you still get water in the engine then buy a electric mower :)

All the best from the UK
