Drive a vehicle until the wheels fall off.
The individual shops are probably subsidized from local government for doing vehicle inspections. How could they turn a profit on a $12 inspection?
Might be similar to TV sales ads in the 1970s- "We lose money on every one but we make it up, in volume".

Someone explain to me why I need to have an emission inspection on a 2017 car? It is insane, the shop operator expected to be TIP'ed.. Got to Love it, Ray
It can't be assumed that 7 year old cars have been maintained properly for the whole time and they often run badly because of that. If they HAVE been maintained, there's no reason they can't run as well and cleanly as they day they rolled off of the assembly line but higher reliability and the fact that the US has more than 275 million cars on the road regularly means the number of older cars is tremendous.

I probably would said "I'll tip you when I see you tip at McDonalds". When they say "But I don't tip at McDonalds", say "Well, there you go".

Sensors fail, causing higher emissions, making the EPA/CARB sad and it chokes the gophers.

WRT people expecting a tip FOR EVERY GD THING THEY USED TO DO AS PART OF THEIR JOB, I sometimes say "You want a tip? Never pet a burning dog" or "Buy low, sell high".

Asking them "Do you think you have exceeded my expectations?" usually takes the wind out of their sails.
does anyone else find it ironic (actually moronic) that L. A. still has the worst air pollution in the country. It's almost like they are in competition with cows and their "emissions". Hmmmmm.....

They also have more poor people than some whole stated have people, so old/bad running vehicles are common. Then, they have Long Beach/shipping nearby, trucking, wind blowing polluted air against the mountains- it's a bad place for people who want clean air.

But, but, doesn't California have and promote annual m/v inspections and emission testing, etc. standards that they want the rest of the country to emulate .... duhhh, lol.

Yeah, and CARB is a big part of the reason the whole country has to conform to the emissions standards.

I like clean air as much as anyone but the gang of 543 in Washington become involved in legislating some aspects of our lives, it's not a question of if, but when it will be a problem.
