That's odd. those engagement systems are pretty simple.......
I will recheck the belt routing and ensure all the components are in place ie the bracket belt guard( 2 ea # 54) for the idler pulleys (2 ea # 48)Deck belt routed incorrectly is a good possibility. As the moving idler is pulled to engage the blade brakes by it tension spring it is engaging the belt tension. And when the normal PTO engage position is disengaging the deck belt tension.

By chance which of the 3 holes in the L/H #32 and R/H #33 on the deck hanger rods upon reinstallation of the mower deck ?
My Troybilt is 100 % and FMC, I replaced the deck belt, deck engage cable, and made some adjustments on the mower deck within the idler pulley and everything is working.Yes, we're talking about the deck now.,, and to answer your question on the drive pulleys, yes, both are supposed to spin.
