    I had a similar issue, After much testing,I replaced the ignition switch and fixed the problem.

    This must be an age related issue.The engine has 400 hours on it.This started in September. To avoid this problem, I shut the fuel off at the tank switch valve.

    With the relay disconnected, the engine will continue to run when I pull up on the PTO,but the blades will not even try to spin. Also, with the replay disconnected,I have 5 volts on the green wire to the relay.I have 5 volts on the red wire to the clutch with the wire connected to the clutch.

    The PTO switch connector has 6 spades, the PTO clutch connector has 2 spades.

    The wiring diagram is wrong.On my mower,the wire connector at the PTO has 6 wires on it.There are 2 white wires opposite each other.There is a red wire opposite green wire.There are 2 black wires opposite each other.     Craftsman model 917.275013 I have the wiring diagram,but the location of some of the components are hidden. I can not find the number 26 fuse.
