Using a multi-meter be sure you're getting voltage to the thermostat as it needs heat and voltage to open properly.

I'm pretty sure they come on automatically when you start the mower. Check the wiring on the headlights, as there might be a connector loose or broken wire.

I'd take a look at all the safety switches in particular the seat safety switch. Use a multimeter to check voltages to the switches. Also, check for a broken or loose ground. The symptoms appear more electrical in nature to me vs fuel related but I'm no expert.
