    I'm going to re-use the shaft, the splined end didn't get damaged. I had to grind the other end so it will slide into the rim and I drilled a hole in it so I can put a cotter pin to retain the wheel.

    Yup, I did that and it still does makes that popping sound. I'm afraid you might be right and I need a valve job or maybe it's a worn out cam. Though I don't understand why it runs smoothly at times for a few minutes, usually at the higher RPMs.

    I still can't get it to run properly. As I mentioned before my engine model is 445777-0154-E1 and I've since found out running RPM should be 3300 (not 3600). I can set idle RPM as per instructions above, but setting running RPM to 3300 causes engine to sputter. It runs ok at 3600. See video here...

    The problem has been fixed! Though don't really understand why. I put the old governor gear back in and it fixed the problem. I can't see anything wrong with the new used one I got but for some reason my engine doesn't like it. Here's a picture of it. Thanks for your help.

    I think I see the issue...I don't think the top of the governor crank inside the engine is properly sitting on its mount and I don't remember checking it. I'll have to take it apart once more, will let you know what I find.
