    You are mowing in one of the worst conditions possible and when a blade hits a correct object the blade momentarily stops and loosens the cap screw never to be tightened unless you stop and tighten it. If the cap screw looks anything but pristine condition I would replace it.

    This variable sheave is notorious for causing problems. As the speed control is moved from lowest to highest speeds ( without touching the clutch ) the center portion of this variable sheave should react by moving up or down to change ratios.

    Pull the sheathing out, clean the cable and the interior of the crimp material well, apply JB weld and insert it back in leaving it for 12 hours. Before using spray the cable sheath full length with your favorite lubricant.

    If you can find a Amp meter similar to this almost antique meter and place it on the + starter cable when attempting to crank it will tell you a story. Could be the battery at fault or a rarity for a new engine, valve lash out of specifications, and a few other possibilities.

    If the spacer is longer than the bearing outer race seat to seat distance, and every one i've checked is, when both bearings are pressed in until the outer races bottoms, the bearing won't last very long at all. Maybe a season, maybe days or maybe hours but sure failure is just around the corner.

    It's probably been run into something and bent a mounting bracket a little. Maybe you could reverse that by backing the left side into a solid object similar to what it was run into going forward.

    The only time the clutch should be used is to stop and or stop to shift to reverse. To keep the variable sheave active occasionally shift the lever completely through the speed range 1-7 or whatever is indicated on your selector.

    I drilled a hole and split the hub with a sawsall directly on top of the key and drove a wedge both inboard and outboard to spread the hub. It mows grass just as well like that as it did previous to that surgery procedure.
