I have a Simplicity Regent with a 48" steel deck. The deck will shift when mowing and the rear roller brackets will rub on the left rear tire. I have replaced the bushing in the front mount bracket for the deck and everything is tight. There is some wear on the deck itself where the black quick release mounting bracket attaches. Any thoughts??

It's probably been run into something and bent a mounting bracket a little. Maybe you could reverse that by backing the left side into a solid object similar to what it was run into going forward.

Welcome.
Please post your full model & serial numbers off the ID tag which you wrote down onto your operators manual when you read it cover to cover :)
That will allow us to dig out the correct IPL so we can give you good advice .
Because these are ground engaging decks they wear the mounting bracket and because of the lever effect, a very small amount of wear will be enough to twist the deck sufficiently to hit the tyre.
