You need 4 things for that little guy to run. Air, fuel, spark at the correct time and compression. See which you are lacking.

No oil sprays please. Only attract dirt and grit and make it stiff again. Just some FINE grit paper and polish the choke shaft. Should rotate freely.

What mower do you have?

I would say a parasitic current draw. Something is drawing current with the key off. Need to go circuit by circuit and find it. Many youtubes out there on this subject.

Over filling the oil is one bad idea. ON the full mark is perfect. BELOW the full mark, no good. Oil is cheap. Keep her exactly on full on level ground. Check her every time you mow.
