Not every service manual or operators manual. It's generally anywhere from 1/8" to 1/2", depending on the manufacturer. The operator will judge the results and adjust to achieve the best cut.

My old Toro Titan had the same setup with the chain deck hangers. It was a lot easier to level than my Gravely Pro Turn 260.

Something still isn't right. Have any of the tires been replaced? Set tire pressure to 12 psi all around. Do you have a couple of levels? Use to check level of ground and deck. You can also use as a straight edge to see if your deck is straight. You said that one chain is slack. That indicates...

Measure those chains. Make sure they are all the same length and that every chain is the exact same link size. Also, the same number of links in each chain. Something isn't right.

Personally, I don't like the rear being 1/4" higher than the front. I don't get a good clean cut with the deck set like that. I get a cleaner cut with the rear 1/8" higher. @Tiger Small Engine said level all around. It's worth trying. Think of it this way. Most push mowers can only be set to...

    Lazer Z Deck Adjustment

Yeah, I edited my post. Usually, the blade tips are 1/8" higher than the bottom of the deck. So, you need to determine the difference on your particular mower. Deduct that difference when cutting your blocks.

Exmark and Toro are similar. I used to own a Toro. Here's what I would do. Cut yourself four wood blocks. Cut 2 at 2 5/8" Cut 2 at 2 7/8" You want to place these blocks under the edge of the deck in line with the wheels. Put the 2 shorter ones up front and the 2 longer ones in the rear. Make...

    54" deck. Uneven Cut

Cut yourself 4 pieces of wood blocks at the same length of your height adjustment tool and place them under the points described in your manual. Adjust deck as described. This saves you from moving that piece of plastic around to all four points. It will save you time and the headache.

I hear it. With the blades engaged, all pulleys and belt are turning. Those are the parts that need to be checked. Start be removing the belt and inspect the belt. Buy your parts from a reputable supplier. eBay and Amazon aren't 100% reputable. Parts Tree sells quality parts. Sellers who carry Stens or Rotary parts are also good choices. There's no scarier feeling than thinking that your piece of equipment is going in a pond. I was cutting around a pond with a Challenger MT455 4wd equiped with a boom mower. With any zero turn, you could end up in the lake. Have you thought about getting a pull behind mower from Swisher or DR.? You can set those things to mow at an offset. There are other alternatives. One is a push mower and the other is a weed eater.
