I've wrestled with several of those type machines and carbs. In answer to your question can the carb be cleaned? YES.

I use a cutoff wheel in a 4 inch grinder with the pad in a vise when first starting. Some of them replacement deck brake pads are only available with the bracket arms and are costly. I've seen some of these type brakes hang up or jam and keep the PTO from engauging the blades.

Couple things that cause replacement pulse pump failure. China clone replacement Oil getting into the pulse hose. Pulse line should go up, not down where it leaves the engine so oil will not collect in the pulse hose.
