Ever think the crank shaft might be bent? The farther away from the bottom of the engine the worse it would be and this where the clutch in mounted. Should be able rig some thing to check it. Just take the clutch off and check it.
If the pump is making a loud whinning noise it is usually the pump. You can have it checked with a flow meter and pressure gauge. Wheel motors usually feel like it is quivvering, Kind of like a chattering.
Check the ground cable from the battery to the engine. It bolts on the starter. Also check the wires on the electric clutch to make sure they have not gotten cut by the motion belt and shorting out.
Take out the plug leave it out and fill the hydro through the expansion tank. It will hold about 2 quarts. You can then finish filling the hydros after you put the plug back in. You will see bubbles coming out of the hydros into the tank until full.
