Why no zerks on front spindles?

I did the greasing on our IS1500Z this morning and now have a question. The front wheel spindles have a 1/4-28 bolt that you are instructed to replace with a zerk ... do the greasing and replace with the bolt again. The position on the spindles is "out of the way" and not in jeopardy of being hit or damaged during operation.
I am confused as to why Ferris has "engineered" the maintenance this way. Does anyone have any ideas ...... pressure within the spindle ?

Cause that would cost Briggs more money for fittings.
 
Got 7 Timecutters in the run.
Five have nipples ( Zerks to some ) and 2 don't
The 2 that don't are Californian models the 5 that do have decals "not to be sold in the state of California" on them
 
What was told to me is California require sealed bearing to prevent grease ouzing out of unsealed bearings or leaky nipples polluting waterways.

California rules are crazy, they won't allow a drip of grease on the street, but the homeless camp residents can CRAP all over the streets & throw their used needles everywhere. That's ok tho. Can't go to Church, but the Weed Shops & booze stores are thriving.

No wonder many are fleeing that place..

We are a Ferris dealer, along with Bad Boy & Cub Cadet,...... all our new in crate Ferris mowers, come with no grease zirks in the front casters but we install zirks in all of them when we set them up and are sold like that!
 
So, my elderly neighbor, who's '16 IS2100 that I change oil, sharpen blades, etc. should have these bolts removed & zerks installed? Would be glad to do it for him. How many & where do I look?

The zirks or 1/4" bolts we are referring to here are on the very front of the frame, one on each side, the vertical part that houses the front caster bearings. If there are 1/4" bolts there (takes a 7/16 socket to remove)...simply remove the bolts and screw in grease zirks and grease during routine maintenance.
