XT2 gx54 wont start

Every time I try to start it the engine turns over once or twice then nothing happens. I have tried a new battery and starter. I have also bypassed the solenoid and made sure there was a good ground but nothing seems to work. Any suggestions would be helpful.
 
remove the spark plug & try cranking the engine again
Engine cranks quickly = ACR not working, adjust the valves
fuel spurts out of plug hole + bad float needle in carb,

Please do not double post it just gets confusing for you and everyone else.
