Thanks for all of your help. the motor will only start when chocked and after starting it runs wide open. As I lower the speed handIe the engine dies. I looked at no 9. spring. as it relates to the throttle. doesn't seem to have the power to close or move the throttle at the carb.

The # 9 spring OPENS the throttle
The governor CLOSES the throttle
