The first six digits of the date is read as YYMMDD. Depending which it has it will either the NIkki or Walbro instead of the Ruixing. As Ruixing was used after NOV 29, 2015.

As for the clip it depends on the carburetor setup at the time. I have seen bot with and witrhout the clip.

A carb is a card is a carb is a carb is a carb.
On two stroke hand held devices they can be a problem swapping around but on a mower you could shove a 4 barrel Holley on there if you could make a manifold to fit it.
even a $15 Chinese carb?

and some people jut use a straw and an old soup can wired to hang next to the manifold :)

even a $15 Chinese carb?
If it works in the first place
A bit hard for fuel to get through a main jet that has no hole in it
OR through a venturii tube with no hole in it
An idle circuit without the blanking off plug from when it was machined tends to run a little lean .
But yea even $ 15 recycled scrap cab can be made to work

Or they just use a corncob and a wire for a spark plug. Or use a tin can for a muffler. Yet they go out and buy the finest beer money can buy.

You can replace the carb or just unplug the Solenoid from the wiring harness.
Install a good Shut Off valve on the fuel line and use it every time.
Shut it off about 20 seconds before you are done with the mower.

You are going to need to explain this. Becasue I don't think that is going work if the fuel solenoid is still in place. The only that would work would be on generators.

A lot people thinks that these solenoid shut off the fuel completely; they don't. They just block fuel to main nozzle when the engines are shut down or shutting down in case a generator.

Walbro and Nikki are companies that make carbs or they are types of carbs?

can I replace a carb with one that doesn't have a solenoid ?
I like Daryl dactyls cheap remedies, as seen on youtube. Just unscrew the solenoid, use side cutters to nip the protrusion off, screw it back in and bingo it no longer shuts off the gas.
