Troy Bilt tb30r won’t turn over

Troy Bilt Tb30r cranks but won’t turn over. Tried charging the battery. Doesn’t seem to be the issue. How to tell if it’s the solenoid or starter?

Cranks = turn over
1) does it do two full rotations
2) do you really mean cranks but doesn't fire
3) do you mean cranks, fires but does not continue to run.
