Troy-bilt pony issues when engaging PTO

Troy-Bilt Pony (#13AN77TG766) 2007
Idles and runs great until PTO is engaged. When engaged it stutters dramatically and sometimes stalls. Eventually it starts to run/mow great given enough time. I always let it warm up for at least 2-3 minutes before I engage the PTO.

Are you engaging the pto at a idle?

FAST(rabbit) throttle per instructions. As soon as it starts to stutter I disengage the PTO and the engine revs back up to normal.

When it starts to stutter can you choke it some? If so does it help?

Only thing that helps is dropping the speed to low or disengaging the PTO.

If you take the belt that drives the blades off does it still happen while engaged?
