I have a Troy Bilt mower with a GVC160 Honda. It surges when not under any load but runs normal when cutting grass under load. I cleaned the carb thoroughly and rpm is between 3000-3100. I thought the problem was solved once the carb was cleaned but to no avail. Any suggestions as to what else can be done?

Did you really clean the carb, including the idle jet in the side of the body ?
