Export threadMower just quite moving, Changed belts the results are the same. It tries to move in reverse only 3-4 inches
It could be bypass valve, internal parts, brake, etc. When's the last time (in hours of use) you changed the fluid/filter?

jack up the mower rear wheels off the ground.
If you can turn the wheels then it is most likely the brake,
Remove the right wheel and clean the crud out from around it.
