i have a z480 toro mower had rear wheels off ground mower started up but wheels not working any ideas as why they don't work

Did you check the belt?
Under the seat are the two rods to make it freewheel make sure they are both in the position towards the engine.

It's going to be something easy as both hydros are not going to go out at the same time.

Well after several weeks and waiting on parts I was able to replace the broken axel with help from a friend. parts was 197.00 labor free not bad considering 500.00 - 700.00 bucks thank for all the help from everyone.
