on my 3rd summer with the time master 30 and have not had any of the reported issues yet. However, the piston has gouged the cylinder wall and both will need to be replaced. I have opened up the engine and know what is needed, however, I cannot find any location online that sells the parts...as well, I cannot find a cross reference to let me know which B&S engine model this mower is using.

Any help would be appreciated.

The briggs model number will either be on the engine blower housing or stamped into the valve cover if OHV. Most likely you will need a short block. or before buying the short block check into complete engines. Sometimes the engine can be cheaper than the shortblock.

The last B&S that had a gauged cylinder wall I had the cylinder bored and installed a oversized piston. the whole job with parts cost me around 200 dollars and that was with new valves.

Isn't a new engine around $250-275?

Could well be, not worth rebuilding if that is the case. I didn't look up the prices of engines. I have even seen engines selling for 89 dollars in HF. The engine I rebuilt was for a special set up and the customer wanted it rebuilt. The OP can do as he wants, all I was giving was a different option.

Try Northern Tools. I purchased a brand new Tecumseh to replace worn out motor on my TroyBult Horse. That was years ago when the company was named Northern Hydraulics.
