Toro Self-propelled mower 12A1832Q711 can you adjust speed

I have a Toro Self-propelled mower with the 3 speed Lever at top. Can the speed be adjusted. Even in the third position it is too slow for me.

First it is not a Toro but is a Troy-bilt.

Have you checked the drive belt on that 2010 mower? It might that worn.
