Toro model 20372 personal pace mower won't stay running

I have checked the spark plug, air filter and cleaned the carburetor. It starts and runs for a few seconds and dies. I can manually hold the choke closed with a wire tie and it stays running although not well. Was able to get the grass cut. Any ideas here? A lot of springs around this carb. Wish it had a manual choke. Thanks.
