Toro 14-38Z TImeCutter No Power

I have a Toro 74301, 14-38Z TimeCutter, 2004. It has the Briggs & Stratton 280H07 14 HP engine.

Problem: No power going up hill. Engine RPM's drop. Happens with / without mower engaged. Engine starts quickly and otherwise runs very well.

Work done that has not fixed the issue:
New fuel filter and fuel line (gravity fed)
New Carb
New Head Gasket
Disconnected Oil Breather Tube

Local small engine guy thought it was the head gasket, as it would sometimes stumble and burn oil when going up hill. The head gasket did fix this issue, but still no power.

Any ideas are appreciated.

First reconnect oil breather tube then check air filter for replacement. When posting include model & serial numbers from mower data plate as well as all numbers from engine data plate, thanks.

I did replace the air filter, failed to mention that in the first post.

Have reattached the breather tube.

Do the rpms drop if on level ground cutting thick grass?

Yes, the RPMs drop when cutting thick grass on level.

Tractor speed and power are fine on level ground WITHOUT mower engaged.

Tractor speed drops off fast when going up a moderate incline with or without mower engaged.

You engine govenor is not working.
First try to adjust it, some times the clamp bolt on the bottom of the shaft comes loose enough to allow the govenor shaft to rotate without moving the govenor lever,
