TB130 XL Lose Spring

Looking to know what this spring should be connected to. I am sure it connects to something involving the throttle I think... Mower starts and runs but it doesn't sound like it is running smoothly.

The other end goes onto the carburettor, often into the same hole than the rod that passes through it .
IT is there to smooth out the governor action
