sputtering engine

Dewalt PW with a honda engine. Starts 1st pull but just sputters and will until I shut it off. New carb, changed gas, new plug.

This favors a restriction of the fuel tank valve outlet screen or possible water in the fuel.

Is the choke plate opening after startup?
