Engine Rule out air filter issue?

I suspect that because the outside of the air box is covered with grass. Engine overheating can cause the issue you are having.

If you are talking about the airfilter picture I did replace the pull starter and dont recall any grass being under there. Ill see if I cant take a look sometime but im skeptical.
 
I hear an engine that starts up on the low speed jets then runs out of fuel.
Get a can of starting fluid and once started give it LITTLE SHORT shots of starter fluid.
If you can keep it running like taht for a minute or so then shut it down and clean the carb.
The main jet is cloggd or the fuel supply is insufficient.

was able to keep it running by clicking the prime button repeatedly. see if i have starter fluid might get it.

No need.
If you can keep it running by pressing the prime button, same thing, only better as it tells me the fuel supply to the carb is OK.
So that only leaves the main jet and venturi tube depending upon what carb you have fitted.
Assuming you misread the numbers and the engine is actually 9P602 0085-F1 the the pert you will need to clean or replace is 117 in the diagram linked to below

Update: I seem to have fixed it by blowing compressed air through the fuel lines and carburetor. I hope this remains working! thanks for all the help guys.
