If you are going to adjust a governor invest in a trackometer if you don't have one. I don't care who you are or how good your ears are it can't be done.
In general most governors are adjusted by moving your throttle control to full speed and notice what direction your governor arm moves. Then you loosen the governor arm to shaft bolt and turn the governor "shaft" the SAME direction (as far as it will go) as the governor arm moved when in full throttle. Tighten the arm to shaft.
When you wick up the engine, you should see the arm controlling the speed. If you don't, you might have an internal problem.
At the carburetor, is the linkage to the throttle plate free to move? If the throttle is jammed wide open the governor will not be able to close it. Check that it will actually close by hand. :smile:KennyV

Does anyone have a service manual for KAXS 745N4CB? I'm trying to adjust the governor and the shaft is not round so I'm not sure how to make the adjustment.
