Push mower will only start with starting fluid

My moms 6 HP Push mower would not start at all and she made me take it home with me so i could fix it. It had spark, so I put a new carb on it and a new plug. Now it will only start with ether. It will stay running but it is surging constantly. I took the carb back off and on twice just to make sure it is seated right and tight.
It is a Briggs stratton 22". Could someone lead me in the right direction on what to try next. I have tried to start it without the air filter several times just to make sure that was not the problem. As I said, it will run while surging all day long if I use the ether, but it will not start at all using the primer

Post engine model #. Eg: 110602-1031-E1. Probably stamped above the spark plug.
Sounds like poor fuel delivery - Carb not adjusted, Carb bad, carb hooked up wrong, choke not working when cold, gov not working properly.

Remove the blower housing and then the long inlet manifold on the top of the engine
These tend to crak &split allowing the engine to suck in air

now trying to figure out how to get to the other end of manifold tube without tearing it all apart. wish me luck
