Every time something is ruled out that leaves fewer possibilities to be the cause .

So there are 2 lines of probable causes
1) fuel lines connected wrong
2) pump diaphragm requires replacement

Plus one possible cause
Internal filter on the carb is blocked

And can be all 3

Fill the fuel tank to the top and pump the purge bulb
You should hear the air bubbeling from the return line into the tank.
Tip the fuel out and pump the purge again to empty the carb metering chamber
Now 1/2 fill the tank with fuel & pump the purge bulb again
If the lines are backwards then again you will hear it bubbeling out of the air filter

Actually air from the filter sort of fizzes

The alternative is to fish the filter out of the tank, empty the tank into a jar
Drop the filter into the jar and pump the purge valve
If everything is hooked up properly then you will see the level in the jar drop and fuel will transfer to the tank .
If you see fizzing from the filter ( like a fish tank air pump ) then the lines are crossed .
