Tecumseh, It doesn't look like a O ring or seal on that shaft seeing I couldn't find one. Anyway you look at it, it will have to come apart to repair and at that point you will see what seals that shaft. Something should seal it or the shaft is worn.
Does it wiggle by hand? Long shot..If the shaft is exposed to crankcase pressure that could be pushing oil out just like the blast you get with the dip stick out of a running engine???

cars, Perhaps a combo of shaft/bore wear and pressure? Don't "really" know, but seems like the shaft should have very little clearance when new. Especially if the shaft is brass riding in aluminum it slowly opens a slight oil clearance?

I will look at the breather tonight.
It is on a gocart so not real Critical.
Just a pain in the butt to stop every 15 mins to add oil.
