Dave, Ty may be referring to an installation protector. Although spring load neoprene seals are long lasting they can be damaged during installation. A PTO? , a clutch input shaft, a drive axle, are typically splined and probably bigger OD than the dia of the installed seal. The normal installation force stretches the seal and the "sharp" splines can cut the seal so it leaks. A very common problem.
Some seals come with a plastic tube "protector" to placed over the spines. You lube the tube/seal and then slide the seal over the splines. Make your own protector by wrapping duct or insulation tape over the splines before installing the seal.
