New pulley bearing not smooth

I bought a new idler pulley for my ZT HD52...when spinning the shaft to check the bearing, it has a spot that you can feel it sort of bump when spinning it. I don't know how to really explain it. Is it a bad bearing? I assume I need to get another pulley?

I would say if you can feel a bump when you spin it by hand, BAD BEARING. I would be returning it, not installing.

I would agree it is a bad bearing as I have had to idlers out before that would end up snapping belts because of one rough spot which is worst under load.
