new murray lawnmower

Yesterday a neighbor saw me weedeating my yard and asked for help.She must've just come from Walmart earlier and purchased a new Murray.Side discharge,non self propelled,small wheels.After she had put it together it would not crank.
I checked it,put the cord on the hook and tightend.but it did not recoil to or run.Gas,oil,spark plug were all correctly don but no power.
Also,by pullin the cord slowly every 3inches,I let it wind back up.Sill no result.Any ideas?
