Mower won't start - turns over once

Craftsman 917.288516 mower. Try to start. Turns over once. If we try to star t it just clicks. Seems like it does not enough Powell. Checked battery at autozone and was ok. New solenoid and starter. Help!

Remove the plug and turn it over by hand, check for fuel coming out of the cylinder.
If it is clear then try with the starter.
Turns over ok the adjust the valve lash.

If the cylinder was full of fuel ( hydraulic lock ) then clean out the carb and in particular check the float valve is cutting off the fuel supply.
Check for fuel in the oil before trying to start the mower.

Manual Craftsman Tractor 917288516 | SearsPartsDirect download manual & see pages 28 & 29. Check 20 amp fuse between ignition switch & starter solenoid for being blown. Also check seat switch wiring for being crimped or bare wires. Check all wiring & connections by hand for being tight & secure. Post all numbers from engine data plate, thanks.
