Mower will not run at full throttle

Try taking the adjusting screw all the way out and then blow carburetor cleaner through it with the wand / spray tube still on the can. Watch your eyes! Then re-adjust the mixture and see if that clears it up. Sounds like it's starving for fuel on the high idle.

Thank you all again for your suggestions. I kinda gave up on it over the winter but now that I need it, I had a friend look at it and it still does the same thing, only running at idle speed. Something I did find out is the plastic piece on top of the choke shaft is broke. The linkage still connects but the little spring on the shaft does not have tension. I am going to order that part but does anyone think it is related to the issue of not running at full throttle?
