Repairs motor runs too fast

My Toro lawnmower would only run by pushing the primer bulb repeatedly, so I took off the carb and cleaned it. After putting it back together the motor now runs wide open. I'm not a good mechanic so don't know what's wrong with it. Can someone help me out?

Hello Al ... & WELCOME to LMF...
Check the wire that connects the governor to the throttle butterfly... something is binding at that point and has the throttle held wide open. You should be able to easily push it closed, With the engine Not running it is held wide open, with the engine running the wire linked to the governor should be trying to close it... :smile:KennyV
