Ther is power to the starter but not to solenoid.

That was assumed as I figure you had the battery cable connected.

Do all safety switches activate the starter solenoid and where is the 15A FUSE?

Ignition, Brake and PTO are the only switches involved.

Fuses are on the interlock module

The diagram shows a dash marked box around the interlock module, that usually means there is more wiring to this interlock module than the diagram shows.

Has the 15A fuse been checked?

Do you have a basic test light and a multimeter?

Yes fuse checked seat switch checked pto checked turn Ing. on run hot wire to to coil and starts right up.

Sounds like we were lead on a wild goose chase. Now sounds like the OP meant the carburetor fuel solenoid and not the starter solenoid. The starter is mounted on the starter. Two completely different circuits.

Would it be ignition switch? Does not have fuel solenoid. like i said no power to starter solenoid.

Well if you want to guess at things just start throwing parts at it. But you need to get a cheap multiple meter and do voltage and continuity tests. The needed info is posted, just got to do the tests.

I used to have a tech working for me at the telephone company that played games like this. He'd call in with minimal descriptions like that, making me pull info out of him with multiple questions. Those support calls turned out to be him just killing time so he didn't have to run another service call that might cause him to work past 5pm. It took me a few of these to catch on to what he was doing. He was unemployed a few days after the last one.
