LT1045 PTO partial engagement

2014 LT1045. The PTO will engage when the deck is at its highest setting. It will not engage when the deck is at it's lower settings. Also, if I engage the PTO and the blades are turning when deck is high, they will stop spinning when I lower the deck. Finally, I can hear that the blades are not spinning at full speed when PTO is engaged with deck height raised. Belt is brand new. Not sure what the problem is.
 
Belt is too long or routed incorrectly or one of the pulleys is jambed.

Slip the deck out & post a photo with the belt on.
